The Council is charged by federal and state law to provide information and recommendations directly to policy makers to increase their ability to meet the needs of individuals with developmental disabilities and their families. Policy makers include Congress, the Federal Executive Branch, the Governor, State legislators and State agencies.  The Council takes this responsibility very seriously and provides this information directly and by informing, training and empowering others to take action.  Individuals with developmental disabilities and family members are the best communicators on the issues that directly affect their lives. Therefore the Council provides information, support, and leadership to the grassroots advocacy movement and organizations (LaCAN and People First of Louisiana).

Each year the Council, in collaboration with advocacy leaders around the state, reviews the status of the supports and services delivery system and develops an Advocacy Agenda. The Advocacy Agenda provides the focus for the systems change initiatives and/or funding priorities policy makers are requested to consider.  Fact sheets and other informational materials are developed and regional advocacy leaders are available to support individuals with disabilities and family members in communicating the needs of the community to the people making decisions regarding programs and services.
